PRESIDENT Hakainde Hichilema has accorded an official funeral to the late Former Cabinet Minister in the United National Independence Party(UNIP) Government, Mutumba Mainga-Bull, who died on Friday.
This is in recognition of the invaluable public service contributions Dr Bull made to the country, when she served as a Cabinet Minister from 1973 to 1983.
Secretary to the Cabinet Patrick Kangwa said in a statement that the late former first female Cabinet Minister will be put to rest on Thursday, February, 19, 2026 at the Leopards Hill Memorial Park, Lusaka.
“The official funeral programme for the Late Hon. Dr. Mutumba Mainga Bull will commence with the Funeral Church Service at the Anglican Cathedral of the Holy Cross, Church Road, Lusaka, at 10:00 Hours,” Mr Kangwa said.
He said that President Hichilema has also declared Thursday, a Day of national mourning in honour of Dr Bill, who died aged 88.
“The public is further advised that during the period of National Mourning, which will be observed from 06:00 hours to 18:00 hours, all activities of entertainment nature on both radio and television should be suspended while flags must fly at half-mast,” Mr Kangwa said.
Dr Bull made history not only as Zambia’s first female Cabinet minister but also as the first Zambian woman to obtain a doctorate degree and lecture at the University of Zambia.
She was elected Member of Parliament for Nalolo Constituency in Western Province in 1973 and served two terms until 1983.

DPP files court documents against Lillian Mutambo via DHL

COURT documents in the defamation case against United kingdom based blogger Lilian Mutambo have been served on her through DHL and online.
Lawyers representing Director of Public Prosecutions(DPP) Gilbert Phiri have managed to serve the documents on Ms Mutambo.
Misozi Phiri, a legal assistant at Messers PNP Advocates, submits in court that on 2 and 4 February 2026.
Ms Phiri submits that serves D on the defendant, Ms Mutambo, via DHL and through her email, the writ of summons , statement of claim , affidavit of service of demand letter.
She also filed list of witnesses , plaintiff list of documents , affidavit in support of summons for an order of interim injunction , skeleton arguments in support of application for an order for interim injunction and inter parte summons for an order of interim injunction.
The same documents are returnable on February 12 2026 at 14 hours ( CAT) before Lusaka High Court Judge Mwila Kombe.
Mr Phiri blast year sued the social media content creator in the Lusaka High Court, seeking damages for defamation after she accused him of deliberately reducing Maria Zaloumis’ murder charge to manslaughter.
Mr Phiri wants a declaration that Mutambo’s statements are defamatory.
He also wants an order directing Mutambo to a clear and unequivocal apology to him on the same platforms and audience as the original defamatory statements.
Mr Phiri is also seeking an order of interim and final injunction against Mutambo, preventing her from publishing any further defamatory statements against him.
The DPP further wants damages for defamation of character, aggravated damages, exemplary damages, interest and costs to the action.

THE Anti-Corruption Commission (ACC) has dismissed media reports suggesting that it discontinued proceedings against former Lusaka Province minister in relation to his Chamba Valley properties.
The Commission clarified that, contrary to the reports, Mr Lusambo was tried before the on two counts of possession of property reasonably suspected to be proceeds of crime.
ACC acting head of corporate communications said that in September 2025, the court convicted and sentenced Mr Lusambo to three years’ imprisonment with hard labour.
Ms Chisanga further said that in December 2025, the same court ordered that Mr Lusambo’s properties be forfeited to the State pursuant to Section 10 of the Forfeiture of Proceeds of Crime Act No. 19 of 2010.
She explained that while the criminal matter was ongoing, the Commission commenced non-conviction-based forfeiture proceedings in the pursuant to Section 31 of the Forfeiture of Proceeds of Crime Act No. 19 of 2010.
“Following Mr Lusambo’s criminal conviction and subsequent forfeiture of property to the State, it became imperative for the ACC to discontinue the non-conviction-based forfeiture proceedings commenced in the High Court, as the matter had been rendered academic,” Ms Chisanga said.
She reassured members of the public that Mr Lusambo’s Chamba Valley properties remain forfeited to the State.

ZAMBIA’s first female Cabinet minister, Dr Mutumba Mainga Bull, has died at the age of 88 after an illness.
Dr Bull served under the United National Independence Party (UNIP) government of President Kenneth Kaunda.
Her death was announced on Friday by Secretary to the Cabinet Patrick Kangwa, who said Dr Bull died in Lusaka on February 13, 2026.
“The Government of the Republic of Zambia regrets to inform members of the public of the death of Hon. Dr Mutumba Mainga Bull, the first female Cabinet minister in the United National Independence Party (UNIP) Government,” Mr Kangwa said.
He said President Hakainde Hichilema has accorded the late Dr Bull an official funeral in recognition of her numerous and selfless contributions to the nation.
“Government further wishes to inform members of the public that the President of the Republic of Zambia, Mr Hakainde Hichilema, has accorded the late Hon. Dr Mutumba Mainga Bull an official funeral,” he said.
Dr Bull made history not only as Zambia’s first female Cabinet minister but also as the first Zambian woman to obtain a doctorate degree and lecture at the University of Zambia.
She was elected Member of Parliament for Nalolo Constituency in Western Province in 1973 and served two terms until 1983.
During her tenure, she held several senior portfolios, including Minister of Health, Minister of Commerce, Minister of State for Information and Broadcasting Services, Minister of State for Foreign Affairs, and Minister of State for Civil Service.
