ELECTORAL Commission of Zambia (ECZ) Chief Electoral Officer Brown Kasaro has revealed Zambia has never experienced pre-marked ballot papers making their way to a polling station because the commission implements strict security measures to protect the integrity of elections.
In August, the country will be going to the polls for the general elections, as a result there is heightened public scrutiny and political tension as political parties and civil society groups ramp up preparations for the polls.
Mr. Kasaro appeared on Phoenix FM’s Let the People Talk program on Tuesday where he addressed various issues concerning the electoral process as the commission prepares to stage the general election.
Responding to a comment made by a caller who was seeking clarity on possibilities of political party cadres or agents sneaking pre-marked ballot papers, Mr. Kasaro said the process is watertight.
“We have not had any incidents or any proven case of pre-marked ballot papers ending up in a polling station,” Mr. Kasaro said.
He explained that ballot papers are classified as security materials and are handled under tight controls from the point of printing to the polling station.
Meanwhile, Mr. Kasaro said the commission is in the process of refining how the announcement of election results to the rest of the country is made.
“…what we are refining is how the announcement to the nation progresses. What we are working around which you will see some enhancement so that we reduce those waiting times and we are as informative as possible in the processes that are happening in that intervening period,” Mr. Kasaro said.
He also clarified that there will be no new voter registration before the polls and the current voter registration verification process is exclusive to duly registered voters.

THE Anti-Corruption Commission (ACC) has dismissed media reports suggesting that it discontinued proceedings against former Lusaka Province minister in relation to his Chamba Valley properties.
The Commission clarified that, contrary to the reports, Mr Lusambo was tried before the on two counts of possession of property reasonably suspected to be proceeds of crime.
ACC acting head of corporate communications said that in September 2025, the court convicted and sentenced Mr Lusambo to three years’ imprisonment with hard labour.
Ms Chisanga further said that in December 2025, the same court ordered that Mr Lusambo’s properties be forfeited to the State pursuant to Section 10 of the Forfeiture of Proceeds of Crime Act No. 19 of 2010.
She explained that while the criminal matter was ongoing, the Commission commenced non-conviction-based forfeiture proceedings in the pursuant to Section 31 of the Forfeiture of Proceeds of Crime Act No. 19 of 2010.
“Following Mr Lusambo’s criminal conviction and subsequent forfeiture of property to the State, it became imperative for the ACC to discontinue the non-conviction-based forfeiture proceedings commenced in the High Court, as the matter had been rendered academic,” Ms Chisanga said.
She reassured members of the public that Mr Lusambo’s Chamba Valley properties remain forfeited to the State.
