On the high cost of doing business; councils and ZRA are the ultimate winners


THIS recently fired minister of Small and Medium Enterprises Elias Mubanga was right to say the cost of doing business in Zambia is very high and proves to be punitive on the entrepreneur. He was also right to say no small business should be closed down for failure to pay taxes. We are glad to learn that the government is still trying to harmonise institutions and come up with a one-stop shop business certificate. However, when he then cites salons and barbershops as examples of businesses that are struggling to pay taxes, we then wonder if he understands what he is talking about.
