The Ministry of Mines and Minerals Development has directed all mining and mining-related companies to submit Annual Procurement Plans and Quarterly Reports in line with the newly enacted Statutory Instrument No. 68 of 2025, which took effect on January 1, 2026.
Director for Large-Scale Mining and Mineral Investment Promotion, Fred Banda, said the regulation mandated all stakeholders in the mining sector to file prescribed compliance documentation with the Ministry.
In a statement issued on Friday, Banda stated that submissions for the first quarter must be lodged by April 15, 2026, through the Local Content Access System (LOCAS), which was scheduled to go live on March 20, 2026.

“The required documentation includes Annual Procurement Plans and Quarterly Reports, covering Tender Declarations, Tender Disclosures, and any applicable exceptions,” he said.
Banda warned that failure to comply with the submission deadlines would attract penalties as provided for under the statutory instrument.
He added that strict adherence to the new requirements was critical to enhancing transparency, accountability, and the promotion of local content development within Zambia’s mining sector.
