Fred M’membe has been arrested and formally charged with harassment and humiliation of the President.
The Socialist Party president is alleged to have made the remarks on February 26, 2026, in Lusaka during a radio programme on Kwithu FM, which was simultaneously streamed live on a Facebook page known as “Dr. M’membe”.
Police spokesperson Godfrey Chilabi said the statements were allegedly vulgar and intended to humiliate the President of the Republic of Zambia and Commander-in-Chief of the Defence Force, Hakainde Hichilema.
Mr Chilabi said Dr M’membe remains in custody and is expected to appear in court soon.
“While the Zambia Police Service respects the constitutional right to freedom of expression, the Service wishes to remind members of the public that this right is subject to limitations, particularly where issues of public morality and the rights and reputations of others are concerned,” he said.
Mr Chilabi said police are committed to upholding the rule of law and ensuring that all citizens comply with the laws of the Republic of Zambia.
“Further updates will be provided as the matter progresses,” he said.

FRED Mmembe, president of the Socialist Party, has been summoned by the Zambia Police Service in connection with ongoing investigations.
Dr Mmembe said he received a call-out to appear before Police Headquarters regarding utterances he made about the late former President, Edgar Lungu.
“I have been called to go to Police Headquarters at 09:00 tomorrow. I have been called there by the police in connection with the statement I made regarding the burial of former President Edgar Lungu,” Dr Mmembe said in a clip posted on his Facebook page.
Mr Lungu died on June 5, 2026, in South Africa, where he was receiving treatment for throat cancer, as confirmed in court documents.
Following his death, an impasse arose between the Lungu family and the Government over burial arrangements and who should attend the funeral.
The differences ended up in court, and the matter is currently before the Supreme Court of Appeal of South Africa, where the hearing of the case is yet to commence.

THE son of former Chingola Constituency Member of Parliament has died by suicide.
Maposa Nkhuwa is alleged to have died today around 06:30 hours after shooting himself in the head at his residence in Chingola.
Copperbelt Province Police Commanding Officer Mwala Yuyi said the matter was reported by Mubanga Zulu, 38, manager at Icon Hotel in Chingola District, who reported the death of Maposa Nkhuwa, 44, a businessman based in Chingola.
Mr Yuyi said the deceased owned Old Spring Mining Company, which is based in Chingola.
He said Mr Nkhuwa was single and had one known girlfriend based in Kabwe.
“He stayed at home with his driver, Maurice Mwansa, aged 26. On Friday, February 27, 2026, between 22:00 hours and 23:00 hours, Mwansa went back home to sleep and found his boss, Mr Nkhuwa, already home.
“The two talked to each other and later the deceased retired to bed. He was not drunk but was unusually quiet,” Mr Yuyi said.
Mr Yuyi said Mwansa had not received any complaint from the deceased or witnessed him differing with anyone.
He said on February 28, 2026, around 06:30 hours, Mwansa was awakened in his bedroom when he suddenly heard a bang.
“He woke up and went outside the house and found his boss, the deceased, lying dead on the ground with a gun in his right hand. He later reported the matter to the deceased’s father, former Chingola Member of Parliament Mathew Nkhuwa, who was accompanied by Mubanga Zulu to report the matter to Chingola Central Police Station,” he said.
Mr Yuyi said police visited the scene and found the body of the deceased lying on the ground just behind his house with a gun in his right hand.
He said the body was thoroughly inspected and the deceased was found with two suspected gunshot wounds.
“A further examination revealed that the bullet penetrated the right side of the head and exited on the left side. CCTV footage was examined and it clearly showed the deceased shooting himself in the head with a Glock pistol,” Mr Yuyi said.
He said police have since recovered the firearm, a Glock pistol made in Austria, bearing serial number BVZC714, loaded with eight rounds of ammunition.
Mr Yuyi said one empty cartridge was also recovered from the scene.
He said the reason for the suicide is not yet known.
“The body of the deceased has since been deposited at Nchanga South General Hospital Mortuary,” Mr Yuyi said.

POLICE have formally charged and arrested ‘Zambia For All’ Facebook administrator, Richard Kaunda Mulenga, 40, of Luangwa Compound in Lusaka, for making a fake resignation letter for the President.
Mr Mulenga has been charged with offences of Making a Document without Authority Contrary to Section 356 of Chapter 87 of the Laws of Zambia, and Transmission of Deceptive Electronic Communication Contrary to Section 19(1)(a) of the Cyber Crimes Act No. 4 of 2025.
The suspect was apprehended following a joint operation conducted by the Zambia Police Service in collaboration with other law enforcement agencies.
This is contained in a statement by Police Deputy Public Relations officer Chipo Kaitisha.
“It is alleged that on February 26, 2026, Richard Kaunda Mulenga, in his capacity as the creator and administrator of a Facebook page known as “Zambia for All 2026,” falsely published a fabricated letter purporting to announce the resignation of the Republican President and Commander-in-Chief of the Defence Force, Mr. Hakainde Hichilema,” Ms Kaitisha said.
The publication is alleged to have been false and misleading to members of the public both within and outside the country.
Ms Kaitisha said the Zambia Police Service has reiterated its commitment to combating the spread of misinformation and has urged members of the public to verify information through official Government communication channels.
She said the suspect remains in police custody and is expected to appear in soon.
