STUDENTS at Northern Technical College (NORTEC) who are sponsored under the Constituency Development Fund (CDF) bursary scheme have raised concerns over the alleged non-payment of their school fees by the Ndola Central Constituency and the Ndola City Council, saying the situation has left some learners unable to access their examination results. And Ndola City Council Director of City Planning, Doroth Kababa, has acknowledged challenges in the implementation of skills development funding under CDF, citing cases of students enrolling in training institutions without official approval and later expecting the local authority to pay their fees.
