ATTORNEY General Mulilo Kabesha has insisted to the Constitutional Court that the appointment of Acting Auditor General Dr Ron Mwambwa is intended to ensure continuity in the discharge of constitutional functions. Kabesha has submitted that Dr Mwambwa was not appointed as substantive Auditor General, adding that the position does not require ratification. He adds that once the State Audit Commission is constituted, a substantive Auditor General will be appointed in accordance with the Constitution.
