HAMAS TO HAND OVER GAZA’S CIVILIAN ADMINISTRATION UNDER CEASEFIRE PLAN

Hamas says it will dissolve the governing body that has overseen the Gaza Strip for almost two decades, a move that could reshape the territory’s political future as efforts to secure a lasting ceasefire gather momentum.
The announcement forms part of a United States-backed proposal aimed at ending the conflict and laying the groundwork for Gaza’s recovery after months of devastating war.
Under the proposed arrangement, Hamas says civilian administrative responsibilities would be transferred to the National Committee for the Administration of Gaza, a panel of Palestinian technocrats expected to oversee public services and coordinate reconstruction efforts across the territory.
The group has described the decision as a step towards implementing the broader ceasefire framework, which seeks to establish a civilian-led administration while creating conditions for long-term stability.
Israel, however, has responded cautiously.
Israeli officials insist that any lasting political settlement must go beyond changes in civilian leadership and include the complete disarmament of Hamas. The group has so far rejected that demand, arguing that the issue of its armed wing is not part of the proposed arrangement.
While discussions over Gaza’s future continue, conditions on the ground remain dire.
Large parts of the territory have been left in ruins after months of fighting, with many families still living without adequate shelter or reliable access to food, clean water, healthcare and other essential services.
Humanitarian organisations say rebuilding Gaza will require not only significant financial support from the international community but also a secure and stable environment that allows reconstruction work to proceed without interruption.
Although the ceasefire has reduced the intensity of fighting compared to previous months, violence has not come to a complete halt. Israeli military operations have continued in some areas, while negotiations over who will ultimately govern Gaza remain unresolved.
Analysts say Hamas’ decision marks one of the biggest political developments in the territory since the group took control of Gaza in 2007. They caution, however, that translating the proposal into reality will depend on whether the parties involved can bridge deep differences over security arrangements, governance and the territory’s long-term reconstruction.
